Physical Planning, Development & Operations (PPDO) manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University's main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $49 million, manages a capital project portfolio of approximately $800 million, and employs over 350 full time staff to carry forth the duties necessary for the campus' development and operation.

JOB SUMMARY

Under the general supervision of the HVAC/BMS/Plumbing Senior Superintendent and the direction of the BMS Supervisor, performs the leading role in programming, designing and integrating of complex networked computer control systems. Applies advanced software concepts and objectives to medium to large projects of broad scope and complexity related to Building Automation Systems (BAS or BMS). Regularly resolves highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Selects tools, methods, techniques and evaluation criteria to obtain results.

Involved in the development of server / OS / desktop / mobile applications and services including researching, designing, developing specifications for designing, writing, modifying, testing, debugging, troubleshooting, and maintaining source code. Also having direct or related involvement in designing related databases, user interfaces, integration to other systems / applications, content, or multimedia processes. Work includes analysis and design to post-production processes, quality assurance, maintenance, and documentation.

Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.

APPOINTMENT INFORMATION

Budgeted Salary: $105,250 - $120,800/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES

40% - BEAMS Niagara Application Programming
  • Maintains, adjusts, calibrates, troubleshoots, and installs direct digital controls on new and existing campus building energy and automation management systems, including but not limited to the programming and integration of the following: Distech Control; EcBOS, LonWorks, and BACnet controllers; Honeywell; WEBs, Spyder and XL10 Controllers and Phoenix Valves; Vykon; JACE8. Write and debug building automation & energy management system programs utilizing Tridium's Niagara N4 workbench & Distech Controls gfx program. Integrates multi-vendor/legacy systems, including web-based and IoT, wireless, open protocols, and enterprise-level solutions. As necessary, keep up with new BMS communication protocols to keep current with system improvements. Keep abreast of the latest software and programming sequences to operate energy systems efficiently. Prioritize, schedule, and assign BMS technician's projects. Establish priority and timelines for completion. Review and verify the accuracy and thoroughness of projects. Provide campus and vendor representatives with technical data and expertise on the systems. Collaborate with the Project Managers, Engineers, Commissioning Agents, and support staff concerning problems, obstacles, issues, and information needed to design, implement, and integrate a successful project.

20% - Energy Efficiency Project Design and Programming
  • Provides technical expertise and input to various energy efficiency-related projects being implemented on campus (renovation, new construction, deferred maintenance). Works with the energy department to implement energy efficiency measures in campus-wide energy systems, keeping abreast of the latest hardware, software, and sequence of operations in this area-commissioning of HVAC/R BMS in new buildings and building alterations from inception to close out. Proposes and implements energy-saving measures and best practices for BMS components and installation. Instruct University personnel on the operation of BMS. Interprets the BMS Sequence of Operation routines and explain operation sequences to personnel as requested. Looks for opportunities to retrofit building systems to optimize DDC control systems toward LEED certification and carbon neutrality. Participates in the ongoing Campus commitment to obtain the carbon neutral goals, proposing, creating, and implementing carbon neutrality and energy efficient BMS strategies. Develops energy reporting and dashboards.

20% - General Duties, Responsibilities and Principles of Community
  • Serve as a technical expert with advanced specialization in Mission Critical Building Management Systems, performs duties as the technical team lead, and perform assignments that include a full range of operations: Provides technical support and guidance, and training to Physical Plant HVAC/BMS technicians and Physical Plant Cogen Power Plant Operator personnel. Consults with University and contractor project engineers on defining performance criteria, system design, control strategies, and integration of BMS systems. Provides an implementation plan to enhance BMS system performance. Develops BMS project estimates and proposals. Prioritizes schedule and assign BMS technician's projects. Establishes priority and timelines for completion. Reviews and verifies the accuracy and thoroughness of projects with the BMS Supervisor. Prioritizes tasks and takes the initiative as required. Performs all duties as assigned. Must have the ability to work well under pressure and manage multiple projects. Understands and applies industry practices, community standards, department policies, and procedures in depth. Attends safety and training classes and safely perform job-related tasks. Follows all manufacturing and university-specific safety procedures when using tools and equipment. Writes and maintains a weekly timesheet. Effectively employ good people skills when interacting with members of the campus community. Helps Physical Plant mechanics and supervisors maintain an inventory of shop materials, supplies, and tools by informing them of specific needs. Takes personal responsibility for completing any assigned formal training and developmental plans.

5% - Fabrication, Assembly and Installation
  • Fabricates, assembles, and installs hardware interfaces and sub-system components, including DDC panels, remote data gathering panels, electronic monitoring, and control devices, and data transmission cabling and networking. Ensures all system changes and additions comply with vendor specifications and UCSC installation standards. Provides technical support to Physical Plant technicians, oversees internal project assignments, establishes priority delivery timelines, and completes deliverable packages from Physical Plant BMS technicians. Reviews proposed system modifications and prepare construction cost estimates related to the BMS as assigned.

5% - Data Communications Networks
  • Installs, troubleshoots, fine-tunes, and repairs the networked BEAMS data communication systems, consisting of campus LAN software monitors and analyzers, RS-232C, RS422 and RS485, LonWorks, BACnet, and Modbus transmission configurations. Must also be able to learn and develop new communications standards, as necessary, to keep current with system upgrades. In collaboration with ITS, implement LAN security patches and firewalls that deter or eliminate external attacks and viruses.

5% - BEAMS Niagara Application Maintenance
  • Performs preventative maintenance and periodic system tests to determine that the head-end systems are functioning to specifications. Follows systematic troubleshooting procedures when operating failures occur to determine the cause of the problem and perform the necessary repairs and replacements expediently to minimize system downtime. Provides guidance and support to Physical Plant HVAC, BMS technicians, and Power Plant Operators. Maintains laptop computers, including computer files, computer configurations, preventative maintenance schedules, repairs, and backup schedules for the laptops used as interface devices to the various building HVAC/BMS management systems. Functions as a liaison and inspector to vendor service technicians during periodic Tridium Niagara N4 server maintenance calls.

5% - Building Energy and Automation Management System (BEAMS) Niagara Application Server Maintenance
  • Provides front-line system administration for the Tridium Niagara Application Server. Responsible for upgrades to Tridium's Niagara N4 software products and security patches. Works with ITS implementing OS patches and upgrades.


REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Advanced knowledge of secure software development.
  • Highly advanced skills associated with software specification, design, modification, implementation and deployment of large-scale scope.
  • Excellent project leadership and management skills.
  • Demonstrated ability to understand functional needs and how systems can support those needs.
  • Demonstrated ability to develop conversion and system implementation plans.
  • Advanced experience with identification and use of code libraries and open-source forums.
  • Advanced experience with planning for deployment and creation of feedback mechanisms.
  • Demonstrated software repository skills.
  • Experience developing and executing complex test plans.
  • Demonstrated effective communication and interpersonal skills.
  • Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.
