Associate Vice President for Capital Planning and Facilities Management

Position Summary
The Associate Vice President for Capital Planning and Facilities Management (AVP) is the University officer responsible for the management of University capital planning and facilities management. This position is appointed by and accountable to the Vice President for Administrative Services to fulfill the duties and responsibilities of the office. The position responsibility encompasses the oversight of the operation and maintenance of more than 50 buildings and structures with over 3.2 million square feet situated on ~142 acres. The AVP is responsible for the planning, design, and construction of capital projects and the campus Five-Year Major Capital Outlay Program (in excess of $200 million). The AVP collaborates with leaders of academic departments and administrative units to plan immediate and/or future academic facility requirements. The AVP directs and correlates allocated resources with department objectives to ensure maximum efficiency and effectiveness; provides guidance and decisions involving unit objectives; conducts statistical analysis and other general support for the Vice President for Administrative Services in the development of campus facilities and special initiatives. The AVP is responsible for facilities operations, building maintenance, utilities and energy management, custodial services, special event support, grounds maintenance, fleet management, and warehouse operations. The AVP works cooperatively and collaboratively with other campus offices and departments, key campus administration, faculty, and staff. The AVP will act as the liaison for UIW with local and state approval and permitting agencies as it relates to facilities. This position requires exceptional business acumen, leadership, organizational, and communications competencies.

Knowledge Skills and Abilities
The candidate must have a thorough knowledge of facilities planning, design, and construction; facilities maintenance and building renewal management; sustainable building design and operations; utilities operation and management; human resources management, organizational development, and training; and financial management.

Demonstrated experience providing successful leadership in facilities management, budget management, staff supervision and the design and construction of renovation projects.

Must have expert project management skills, including capital projects, thorough knowledge of maintenance operations, building systems, and utilities operations.

Must have knowledge of state and federal (e.g. Americans with Disabilities Act Amendment Act, "ADAAA") laws relating to physical barriers removal along with a broad knowledge of principles of sustainability that may be applicable to campus operations, especially involving reduction of carbon emissions.

Must have proven leadership skills with success in complex and distributed organizations.

Must have excellent interpersonal, verbal, and written communication skills.

Must have the ability to interact with a diverse range of people, including the ability to build trust and consensus with university constituents, including faculty, staff, and students.

Must have well-developed analytical, organizational, supervisory, reasoning, problem-solving, and conflict resolution skills.

Must possess high energy, be action-oriented, honest, have integrity, compassion for others, and perseverance.

Must be a strategic thinker who creates clear communication channels, sets goals, improves efficiency, and continuously improves client satisfaction.

Must have excellent organizational and time management skills to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.

Must have a working knowledge of or ability to learn University infrastructure, policies, and procedures quickly.

Employee shall adhere to all applicable rules and regulations of the University, the Conference, and the NCAA.

Required Education
The candidate must possess a bachelors degree in architecture, landscape architecture, urban planning, engineering, construction management, business management, or a closely related field.

Required Work Experience
At least five (5) years in an executive management position overseeing a facilities management organization or a major component of one.

Preferred Qualifications
An advanced degree in Architecture, Engineering, or Business Management is preferred.

Previous experience in a University setting.
