Primary Purpose

Reporting to the Vice President for Operations, the Associate Vice President and Chief Facilities Officer will work under broad, administrative direction. This position is responsible for providing strategic and visionary leadership and direction in planning, implementing, evaluating, and continually improving Facilities Services programs, procedures, performance, and business operations. The successful candidate will work in close collaboration with partnering administrative, financial, and operational units.

Supervisory Responsibilities

This position is directly responsible for providing visionary leadership to unit heads in Planning and Design, Construction Project Management, and Maintenance and Operations, as well as secondary oversight to all Facilities Services employees as the Chief Facilities Officer.

Key Responsibilities
  • Provides strategic leadership, management, and supervision of personnel in the Facilities Services Department, to ensure efficient and effective operations
  • Establishes goals and objectives for the Department that support the University's mission, strategic plan, and related objectives set forth by executive leadership and the State Board of Education
  • Ensures appropriate internal controls and procedures are in place, and followed, by all personnel for proper oversight of managing vendor contracts, purchasing of supplies and materials, and for the most effective and efficient use of resources
  • Advises the Vice President for Operations and university leadership of all institutional policies and procedures related to the management of the physical infrastructure of the University
  • Leads and designs processes that provide the University with well-designed, safe, reliable, and effective physical learning and working environments
  • Directs the development of appropriate procedures and controls to provide clear understanding, efficient, and effective departmental operations, while ensuring high levels of customer satisfaction with the delivery of services from all Facilities Services units
  • Consults and coordinates with University and State officials on prioritized capital improvement plans and other physical plant enhancements
  • Provides leadership and management oversight to the development and maintenance of facility space planning, for the most effective and efficient use of facility spaces
  • Coordinates with leadership and lead Facilities Services teams, and consultants in the development and management oversight, of a University Master Plan; ensures that annual maintenance and capital improvement projects continually align with the guiding Master Plan
  • Oversees, and continually improves, processes for facility improvements, corrections, upgrades, and new construction, while providing leadership in the development of the institution's lists of capital projects and major repair priorities with institutional leadership
  • Advises leadership and recommends corrective action plans in the development, maintenance, and enhancement of the physical campus where issues and concerns may be present related to accreditation, certification, and licensure
  • Ensures that Facilities Services follows all federal, state, and local building codes and regulations pertaining to safety, risk management, and related policies in performance of all operations
  • Partners closely with leadership in Risk Management, Environmental Health, Safety, and Sustainability, and the State of Idaho Division of Building Safety in managing the physical infrastructure of a campus that promotes a safe and effective environment for the campus community
  • Proactively identifies and implements operating costs and energy savings programs; supports and promotes all institutional programs related to environmental sustainability
  • Establishes budget guidelines and oversees the preparation and use of annual Facilities Services operating budget; implements and allocates resources following budget approval
  • Serves as a key member of the Operations Division leadership team, ensuring all operational procedures are designed and implemented in support of university-wide operations, and in collaboration with a cohesive campus operations leadership team
  • Advises leadership of the condition of existing University buildings and facilities, regarding code compliance, life safety requirements, and physical condition; and makes recommendations for actions to correct deficient or unsafe conditions in facilities
  • Collaborates and partners with the Idaho Division of Public Works, Permanent Building Fund Advisory Council (PBFAC), and related state offices for the effective planning and funding proposals in support of the university's strategic plan and master plan
  • Contributes to the overall success of Idaho State University by performing other duties and responsibilities as assigned

Minimum Qualifications
  • Bachelor's degree in business, public administration, architecture, engineering, construction management, urban or regional planning, or closely related field
  • Ten years of full-time or equivalent experience, with increasing responsibility
  • Excellent track record in all phases of Facilities Management including operations, maintenance, space planning, design, and construction
  • Must possess a strong working knowledge of project management tools and capital budget administration
  • Knowledge of local laws, codes and reporting requirements
  • A strong leadership profile: articulate, diplomatic, excellent communication and interpersonal skills, with a commitment to interdisciplinary and collaborative teamwork
  • Strong client-service orientation and an understanding of how service must meet the needs of an organizational strategic plan
  • Excellent analytical, organizational, oral, and written communication skills
Preferred Qualifications
  • An advanced degree in business, public administration, architecture, engineering, construction management, urban or regional planning, or closely related field
  • Facilities management experience in a university setting, or similarly complex organization
  • Experience of implementing environmentally sustainable solutions in facilities management
  • Experience with a state capital outlay process
