Job Summary:
Reporting to the Executive Director of Real Estate and Facilities (EDREF), this position provides effective leadership and life cycle facilities engineering expertise for all TCC infrastructure as related to mechanical, electrical, plumbing, drainage, gases, HVAC, vertical transportation, lighting, building automation systems, emergency and normal power systems, waste handling, specialized training support, and associated systems of Tarrant County College District (TCCD) Facilities.

This leadership position is responsible for setting the vision, goals, and business framework for the Engineering Division, and effectively delegating those expectations to the staff. This position will also serve as a subject matter expert.

Essential Duties and Responsibilities:
Performance Requirements
Oversees all efforts to maintain professional relationships with Authorities Having Jurisdiction (AHJ)
Sets division framework and expectations for the development of project scope, plans, and specifications for the appropriate application of infrastructure systems, to ensure adherence with TCC design standards and strategic goals
Directs all engineering expertise coordination efforts to support the ongoing development of the TCC design standards and strategic goals
Oversees and ensures the provision of reports for effective and timely evaluation, assignment, completion, and closeout of preventative maintenance work orders; monitors feedback to ensure end-user satisfaction and service improvements
Develops the framework for review and analysis of inspection reports for potential efficiency improvements in the operation and maintenance of facilities; ensures the development and implementation of cost-saving opportunities
Responsible for conducting negotiations and orchestrating the implementation of engineering services
Ensures effective surveillance of facility service contracts for applicable systems, while working closely with TCC procurement for cost and compliance efficiency
Oversees and delegates responsibilities to monitor, document, and report the status of delivery systems and vendor performance
Accountable for college-wide compliance with all Federal, State, Local Laws, Ordinances, and Codes relating to the operation and safety of facilities; ensures mandated inspections and repairs of systems are completed as required
Through direction from the EDREF, oversees and ensures the development of the budget for the replacement and expansion of building systems and infrastructure items; manages annual budget as assigned for timely execution of work
Ensures effective coordination for the preparation of budgets

General Supervision and Management

Provides leadership in identifying, development, budgeting, presenting, coordinating, monitoring, reporting, and completing infrastructure systems construction renovation, and replacement projects while ensuring proper integration with appropriate existing or new systems; develops, implements, and monitors College wide procedures for project accounting, and inspection and acceptance of completed work while utilizing the College close out procedures
Oversees, directs, and audits ongoing personnel training and assessment program for Operation and Maintenance personnel to ensure infrastructure systems are maintained in a safe, reliable, and efficient manner
Responsible for evaluating staff to determine skill levels and type of training needed to improve capabilities and productivity
Oversees and recommend staffing levels to improve engineering services within approved operating budget

Participates on behalf of the College in external community organizations and associations
Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College
Attends the workplace regularly and follows a work schedule to keep up with the demands of the worksite
Supports the mission, values and 3 goals and 8 principles of the College

SUPERVISION
- Works under the general supervision of the Executive Director of Real Estate and Facilities

Required Education, Experience, Certifications, Licensures:
Bachelors degree in engineering or related field
Ten (10) years of related experience in managing/ administration of multiple building/location/campus sites, involving planning, design, or construction
Three (3) years experience supervising (e.g., managing, evaluating the performance of others; leading projects or processes)
Valid drivers license with an acceptable driving record

Desired Education, Experience, Certifications, Licensures:
Masters degree
Electrical Engineering degree
Experience with Supervisory Control and Data Acquisition (SCADA) systems

Knowledge, Skills and Ability:
Ability to work cooperatively and collaboratively with college faculty, staff, and administrators
Experience in operational and strategic planning
Ability to effectively communicate ideas and information in written and oral format to administrative staff, and professional colleagues
Excellent customer service and interpersonal skills
Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software
Knowledge of Federal, State, and Local laws, ordinance, and codes relating to the operation and safety of facilities
Proficiency in computer operation specifically Building Automation Systems, CMMS (TMA), AutoCAD, ESRI ArcInfo, MS Project, Datatel Colleague, and Visio
Demonstrated experience with HR processes relating to managing personnel
Highly organized and skilled with time management
