Northeastern Illinois University, located in Chicago, Illinois, invites applications for the position of Executive Director of Facilities Management in the Facilities Management Department.

POSITION RESPONSIBILITIES:

The Executive Director of Facilities Management is responsible for facility planning, architectural and engineering services, remodeling and capital-improvement programs, building and grounds maintenance, central heating and cooling plant, energy conservation/sustainability, health and safety programs, and recycling programs. Candidate must have demonstrable experience leading a large, diverse team.

Job Duties

  • Direct supervision of a large staff across core functions including heating plant, electrical, grounds, mail services, and safety/environmental compliance.

  • Work with campus leadership on programming/planning new buildings as well as renovating and remodeling existing facilities, including parking facilities.

  • Provide leadership to assure that the University's buildings and grounds support the instructional mission and are safe, clean, functional, and attractive.


Stewardship

  • Provide leadership and supervise operation of the heating plant and campus energy-management program(s).

  • Ensure regular inspection of all facilities, including three university sites other than the main campus, and develop appropriate responses to demonstrated needs.

  • Ensure compliance with federal, state, and city occupational health, safety, and environmental regulations and reporting requirements.

  • Understand and comply with all ADA requirements.

  • Stewards routine, preventive, and emergency maintenance, addressing deferred

  • maintenance backlogs, the sustainability of operations, and annual requests to the state of Illinois. Building types include a mix of a residence hall, parking garages, classroom buildings, performance space, athletics, food service, administrative buildings, child-care facility, classroom buildings, research facilities, and one library.

  • Investigate external funding and internal operational improvements to maximize the Facilities Management budget allocation.

  • Assist in union negotiations.

  • Establish and maintain accurate historical records to aid in the implementation of ongoing programs and long-range planning initiatives.

  • Provide leadership with campus recycling program and other current or future sustainability efforts.

  • Assist with policies and procedures as needed by the VP.


Communication

  • Fostering a culture that values frequent, clear, and transparent communication amongst numerous stakeholders, is of critical importance to the continued success of the Facilities Management department.

  • Creating new, and/or refining existing processes for communication with campus stakeholders will be of critical importance.

  • A responsive work order system, the continued fostering of mutually beneficial relationships with auxiliary's leadership and campus deans, and performance-based decisions that rely on data gathering.

  • Diplomacy, customer service skills, and the ability to collaborate with peer leaders to optimize the outcomes of building investments.

  • Coordinate and communicate all facilities-related management work across University departments.


Leadership

  • Promotes the financial and operational advantages of preventive maintenance, sustainable campus operations, life cycle costs, and the importance of addressing the university's deferred maintenance backlog.

  • Advocates for the allocation of limited university resources for projects that sustain a safe and highly functional working/living environment on campus.

  • Collaborates with the Office of Finance and Administration and works closely to deliver the Facilities Management annual operating budget and auxiliary facilities operating budgets.


Strategic Planning

  • Responsible for playing a key role in the planning of significant projects, organizational decision making, and driving growth within a high profile, fact paced environment.

  • Responsible for the daily operation of all campus buildings and infrastructure.

  • Evaluates the total cost and long-term impact on students, faculty, staff, and the environment in all decision making.

  • Oversees the recruitment, supervision, professional development, and performance of custodial, grounds, and trades staff.

  • Develops and clearly communicates productivity goals for team members.

  • Identifies paths to success with metrics to gauge team and individual progress toward goal achievement.


MINIMUM QUALIFICATIONS:

A Bachelor's degree in engineering, architecture, management, or business plus a minimum of five years' experience in a facilities management role is required. Applicants must have a vision for the future of a modern university and significant experience planning and supervising significant construction projects.

Job Competencies:

  • Must possess and maintain a valid State of Illinois driver's license.

  • Must be willing and able to respond to emergencies, including snow removal, within 30 minutes.

  • Knowledge of or ability to learn institutional policies, rules and regulations.

  • Demonstrated ability to lead, recruit, manage, and support a diverse workforce.

  • Demonstrated ability to develop collaborative relationships.

  • Ability to work independently and produce completed staff work. Ability to manage multiple issues with multiple priorities.

  • Understands facilities systems and lifecycle performance.

  • Understands preventative maintenance principles and practices.

  • Understands methods of utilizing maintenance work order tracking systems to maximize efficient and effective planning and execution of facilities maintenance work.

  • Experience with implementing high performance building standards and green building requirements.

  • Experience with developing a customer centered, team environment.

  • Excellent written and oral communication skills.

  • Excellent leadership skills as demonstrated by an ability to effectively collaborate with others in a shared governance environment.

  • Demonstrated commitment to and ability to work within a collaborative, multi-cultural University environment.

  • Demonstrated ability to identify, monitor, and gain compliance with federal law, state law and policy, and university policy.

  • Able to use various technologies to plan work, communicate efficiently, gather data, create spreadsheets, create project documents and present information.
