    Job Summary
  • Plans, organizes, coordinates, directs and manages the activities and operations of the University's Facility Services Department. This includes: managing and overseeing the third party contract responsible for building maintenance and repairs; building alterations; maintenance of mechanical and electrical systems; custodial services; engineering support; maintenance of roads and grounds; landscaping; maintaining an inventory of University buildings and land; operating a vehicle fleet and automotive maintenance shop; and operation of the central utilities plant.
  • Reviews and approves payment of all campus utility bills.
  • Manages rules, procedures, and standards regarding operations within the Facility Services Department to improve effectiveness and efficiency.
  • Ensures the efficient acquisition and utilization of the technology necessary to maintain the value and effective use of the University's physical assets.
  • Oversees use of funds, personnel, equipment, and supplies. Uses appropriate documentation systems and records to assure project completion within fiscal and time constraints
  • Directs inspection of campus buildings, grounds, maintenance, and transportation equipment.
  • Evaluates sanitation, safety, and maintenance needs.
  • Calls needed repairs to the attention of University officials and appropriate personnel.
  • Directs inspection of projects for compliance with departmental standards and all building and safety codes and regulations.
  • Directs the preparation of bid specifications, bid documents, analysis of bids, and recommendations for bid awards.
  • Ensures that all competitive processes are handled ethically and through sound business practices following all state statutes, regulations, and University policies.
  • Ensures the effective management of construction projects and contracted services.
  • Develops and manages annual departmental budget. Responsible for cost benefit analysis, studying financial requests, and researching alternative funding methods.
  • Prepares cost estimates and allocation of resources to various projects including materials, supplies, equipment, and staffing. Evaluates major repair project needs and determines most appropriate method of completion, such as in-house staff or outside contractor.
  • Develops and maintains a comprehensive facilities Master Plan in conjunction with the Master Planning Committee incorporating all institutional facilities and real estate assets. Advises executive management on strategic facility planning, land and property acquisition, development, facility space utilization, and other matters involving the use of physical assets. Ensures the Master Plan remains consistent with UNO's overall strategic plan.
  • Directs the University's Capital Outlay planning and budget request process in coordination with UNO Business Affairs.
  • Oversees all construction related activities on the campus. Acts as "owner's representative" in working with construction activities. Assumes overall responsibility for the success of all construction related projects, including prudent budgetary management, scheduling, safety, reliability, and functional performance.
  • Serves as primary point of contact for architects, engineers, and other parties.
  • Supervises department personnel.
  • Attends University of Louisiana System Board of Supervisors meetings when appropriate.
  • Serves as the University's liaison with the Louisiana State Office of Facility Planning and Control regarding all University construction/renovation projects.

    Required Qualifications
  • Bachelor's degree in Architecture; Engineering, Construction Management, or related field.
  • Five years of progressively responsible experience in facilities management.
  • Demonstrated successful interpersonal communication and leadership skills.
  • Demonstrated skill in capital and facilities budget management, management of construction projects, and other related activities.
  • Demonstrated knowledge and understanding of facilities and physical plant requirements of a large, diverse, and multipurpose agency or institution.

    Desired Qualifications
  • Licensed, registered architect (RA), professional engineer (PE); or Certified Facility Manager.
  • Knowledge and understanding of the principles, processes, and requirements for campus master planning, development, and implementation within a public institution.
  • Facilities management experience in a University setting or other public entity.
