Description

Under executive direction, plans, directs, and administers the programs, operations and activities of the facilities department; oversees and directs long term and short-term facilities planning based on an analysis of needs; oversees and directs the development of plans and specifications for construction, repair, and remodeling projects, as well as service contracts; oversees, directs, and inspects the work of contractors and subcontractors for construction and maintenance projects; oversees and directs ongoing and preventative facility maintenance, groundskeeping, and central receiving; and performs other related duties as assigned.

Supervision

Works under the direct supervision of the Vice President, Administrative Services.

Supervises lower-level managers, classified staff, temporary, and/or student employees.

Examples of Duties

The following duties and responsibilities are typical of those performed by employees in this classification.
  • Plans, directs, and administers the programs, operations and activities of the facilities department, including the construction and maintenance of buildings, grounds, and other facilities, manages central receiving, and the coordination and scheduling of facilities for special events.
  • Directs long term and short-term facilities planning based on an analysis of needs; assesses construction and maintenance needs based on present and projected demands and resources.
  • Directs the development of plans and specifications for construction, repair, and remodeling projects, as well as service contracts in consultation with executive and lower-level management; oversees bidding processes, including the evaluation of bids and proposals; prepares recommendations for consideration by the Board of Trustees; negotiates agreements for work when the bidding process is not required.
  • Oversees and inspects the work of contractors and subcontractors for construction and maintenance projects; serves as a liaison with contractors and subcontractors; oversees the inspection of plans and work to ensure compliance with building, environmental, and Education Codes and approved specifications, plans, and standards.
  • Directs ongoing and preventative facility maintenance , including the repair, cleaning, and operation of buildings, facilities, grounds, and related equipment; oversees custodial, utilities, hazardous waste, recycling, HVAC, electrical, plumbing, locksmith, and other related operations.
  • Directs and oversees grounds maintenance operations; implements aesthetic and appropriate landscapes.
  • Ensures required inspections of facilities and compliance with reporting requirements for waste management, utilities, energy conservation, construction, and health and safety agencies.
  • Serves as the California Environmental Quality Act Officer; assesses the environmental impact of changes to facilities and operations and completes environmental impact reports; manages hazardous waste pickups.
  • Directs the maintenance of comprehensive records of plan specifications, architectural drawings and renderings, and other construction documentation related to buildings and facilities projects.
  • Manages district warehousing and central supply operations.
  • Approves complex internal and external requests for various special events.
  • Handles and resolves conflicts and issues and reports complaints as appropriate.
  • Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.
  • Develops, implements, establishes, and maintains policies, processes, and procedures for applicable departments; monitors and evaluates operational, department, and service quality; may recommend, develop, and implement quality improvement assessment tools and/or methods with administration and/or regulatory agencies.
  • Develops and implements short- and long-term strategies and plans, including the program review process.
  • Reviews, administers, and monitors budgets for assigned areas; approves and administers budget allocations and procurements for all assigned funds as appropriate; analyzes and reviews budgetary and financial data.
  • Coordinates and supervises the implementation and modification of technology.
  • Supervises department employees; assigns and monitors employee's work and evaluates employee performance; trains employees; participates in employee selection.
  • Monitors and reviews programs and/or operations for legal compliance.
  • Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.
  • May participate and/or chair campus committees and task forces.
  • Performs other related duties as assigned.


Minimum Qualifications

The education, training and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties.

Education and Experience:

Bachelor's degree from an accredited college or university with coursework in engineering, architecture, business or public administration, construction management, or a related field.

Five (5) years of facilities management experience, including responsibility for planning, overseeing, and administering large scale capital construction projects.

  • Principles, practices, and techniques of construction and facilities maintenance and operations including the engineering of institutional and commercial structures.
  • Principles and practices of infrastructure lifecycle management.
  • Operational and engineering principles of complex plumbing, electrical, and mechanical systems for buildings and facilities and their utility infrastructure.
  • Materials, and equipment used in the building, utility, and grounds construction, repair, and maintenance activities and crafts, including properties such as tensile strength and statics.
  • Hydraulics as it applies to sewer and water distribution systems design.
  • Engineering mathematics as used to evaluate construction designs.
  • Engineering surveying as used to plan and design construction projects.
  • Standard preventative and ongoing maintenance needs for buildings, grounds, facilities, and related equipment.
  • Building trades used in facility and equipment maintenance, alterations, and repairs including, but not limited to, HVAC, plumbing, electrical, and locksmith.
  • Competitive bidding processes for construction and maintenance projects.
  • Recycling, waste, and energy management and conservation programs, systems, and best practices, including state usage and reporting requirements.
  • Methods for assessing the potential environmental impact of proposed construction projects.
  • Project management practices, including goal setting and the development, assessment, implementation, and evaluation of programs and operations.
  • Safety practices related to maintenance activities and the operation of building and grounds maintenance equipment, including Occupational Health and Safety Administration and California Division of Occupational Safety and Health guidelines.

PHYSICAL AND MENTAL STANDARDS:

ENVIRONMENTAL CONDITIONS:
  • Work is typically performed in an indoor office setting.
  • Work occasionally occurs in both indoor and outdoor environments with potential exposure to varied weather conditions and fumes from equipment and/or hazardous chemicals.
  • May occasionally be required to work around potentially hazardous machinery and equipment.


Additional Information
Salary
Starting salary is from $9,908 to $12,648 per month depending upon education and experience. Starting salary is negotiable, up to step 6, depending upon education and experience.
