Detailed Description:
The Lead HVAC/Systems Mechanic provides the expertise and working knowledge required to operate and maintain the campus HVAC systems. The Lead is responsible for the daily supervision of the HVAC/Systems Mechanics and others and for mentoring and training of staff assigned.
The Lead is responsible for all repairs of campus HVAC systems and for all HVAC mechanical, electrical and controls system maintenance. Perform duties of HVAC/Refrigeration System Mechanic.
Inspects completed work for conformance to specifications, university standards and regulatory code. Coordinates outside vendor services as required. Provides exceptional customer service interacting with faculty, staff, and students to provide information regarding maintenance requests and resolve any issues that may arise. Monitors and adjusts service levels in accordance with department standards, coordinates maintenance and repair activities with university constituents. Maintains appropriate work records and reports. Initiates purchase request for supplies, material, and equipment.

Duties and Responsibilities:
  • Reviews maintenance work requests, identifies materials and equipment, determines methods, specifies quality requirements, orders materials, prioritizes, plans, lays out, assigns and directs the work.
  • Inspects facilities to determine required maintenance.
  • Communicates with customers and employees and assists in the planning of work to minimize interruption to university programs; coordinates work performed by contractors.
  • Performs HVAC System Mechanic position duties, serves as first responder to urgent and emergency work requests, performs skilled and semi-skilled repair/maintenance work.
  • Directs the daily work assignments of all assigned staff.
  • Performs skilled level tasks related to mechanical, electrical, HVAC and refrigeration trades to operate, maintain, troubleshoot and repair equipment.
  • Ability to share trade knowledge with and train skilled and semi-skilled employees in areas of HVAC/Refrigeration operations and maintenance practices.
  • Submits reports, orally or in writing of progress and status as necessary to ensure proper job accounting and to identify and resolve any problems encountered that may cause delays, shut down or damage.
  • Read and interpret blueprints, specifications, shop drawings, schematics, manufacturer's specifications and other reference material to determine appropriate job requirements.
  • Conducts a preventive maintenance program of HVAC equipment and facilities to assure proper operations; submits maintenance work requests with recommendations for corrective action.
  • Evaluates maintenance work requests, estimates material cost, and purchases or ensures that material is available.
  • Ensures that repairs are completed in a timely manner with tools and material readily available, and advises supervisor promptly of any problems that cannot be resolved.
  • Observes and inspects work while in progress and when completed to insure that materials and equipment are used properly, schedules are met, and work is performed to acceptable standards.
  • Accountable for satisfactory performance of staff assigned; provides corrective instructions on work methods, university policy, and procedures; provides input to supervisor concerning work performance of assigned employees.
  • Assists with the procurement of supplies and materials. Is responsible for the timely input of purchase requisitions.
  • Assures that work conditions are safe and conducive to efficient operations.
  • As assigned, inspects work performed by outside contractors to insure conformance with university needs and project specifications.
  • Maintains good working relations with the students, faculty, staff, and vendors; adheres to all university policies and procedures; instructs assigned staff.
  • Prepares and maintains records of work performed, accounts for labor and material used, and insures all required paperwork is complete.
  • Continually expands knowledge of the trade through appropriate courses, seminars, publications, and contact with others in the trade.
  • Performs other duties and responsibilities as assigned.

Safety
  • Consistently follows and enforces safety practices appropriate to building maintenance and complies with rules and regulations established by the University and governmental agencies.
  • Maintains an awareness of the typical hazards of the work place as well as the special hazards that may be encountered at any University facility location such as biohazards, low-grade radiation and chemicals known to the State of California to cause, birth defects, or other reproductive harm.
  • Follows established governmental (local, state and federal) procedures for dealing with special hazards; and promptly reports any unusual conditions to the supervisor.

Special Conditions of Employment:
  • Must be able to work assigned hours and may be assigned to work any shift. Employees working in this classification may be designated as essential personnel and subject to occasional overtime, call backs and may be required to serve 24/7 on-call rotation.
  • Must possess a valid California driver's license and may be required to drive University vehicles.
  • Must wear a uniform prescribed and furnished by USD.
  • May be assigned to work in the vicinity of laboratories where biohazards, radioactive or other potentially hazardous substances are stored or used.
  • Must continually expand knowledge base in building maintenance techniques, attend assigned training.
  • Must work individually or in teams coordinating assigned work with other groups and department.
  • May be assigned to work at any USD facility/location.
  • Performs other duties as assigned.

Job Requirements:
Minimum Qualifications:
  • HS Diploma or GED and completion of a recognized HVAC or Refrigeration Apprenticeship, and/or completion of HVAC/R Technical or Vocational Training necessary to acquire the level of knowledge commensurate with a Journey-Level HVAC/R Mechanic and two or more years of Journey-level work experience as a HVAC/R System Mechanic.
  • Possession of a valid motor vehicle operator's license is required.
  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Preferred Qualifications:
  • Experience leading and working with HVAC System Mechanics and/or multi-craft building trade disciplines in a facilities operations and maintenance setting.
  • General knowledge of customer service techniques; demonstrated successful customer service experience.
  • Demonstrated leadership characteristics; team building skills.
  • Two or more years experience as a lead-worker or supervisor in a similar setting.

Performance Expectations - Knowledge, Skills and Abilities:
  • Substantial knowledge at the journey-level in all of the functional areas.
  • Skilled in maintenance and repair procedures including preventative maintenance and troubleshooting.
  • Working knowledge of building HVAC/Refrigeration automation control systems, electrical circuitry and low voltage controls circuitry, both theoretical and practical application, demonstrated ability to troubleshoot and repair.
  • Skilled in the use of a wide range of test equipment.
  • Working understanding of the refrigeration cycle, system components and controls sequence.
  • Ability and system knowledge to use a vacuum pump and gauges to re-cover and re-charge refrigeration systems with Freon, demonstrated ability to weld or braze copper, stainless steel and aluminum tubing.
  • Ability to plan and schedule work, including determining staff, equipment and supplies needed.
  • Ability to delegate to and hold subordinates responsible for satisfactory performance;
  • Ability to provide corrective instruction and assist the supervisor in evaluation of staff;
  • Ability to communicate effectively both orally and in writing.
  • Excellent interpersonal skills and the ability to interface with faculty, administrators, staff and students; highly-skilled in customer service technique.
  • Working knowledge of applicable codes and regulations; California and Federal OSHA.
  • Ability to read and interpret blueprints, specifications, shop drawings, schematics manufacturers specifications, and other reference material to determine appropriate job requirements and procedures.
  • Demonstrated ability to follow safe working procedures, work within the guidelines of health and safety work plans, and report unsafe conditions.
  • Ability to work effectively in an environment subject to frequently changing priorities.
  • Physical ability to perform indicated tasks.
  • Ability to operate a computer for word processing, purchasing, and research.
  • Ability and willingness to represent the university in the most positive manner.
  • Ability to meet and work effectively with university constituents; learn and use operating practices of the department and the university.
  • Ability to provide service in a courteous, prompt, and efficient manner.
  • Ability to establish strong working relationships with diverse populations.
