Primary Duties and Responsibilities:
The Assistant Director of Facilities leads the construction and energy units, overseeing projects and initiatives that align with the College's goals. This role manages a team of Project Managers, ensuring timely, budget-conscious, and high-quality project delivery. Responsibilities include analyzing energy use, ensuring emissions compliance, and developing cost-effective energy management plans. Reporting to the Executive Director of Facilities, the Assistant Director provides strategic direction and ensures seamless integration of construction and energy efforts across the College.

  • Directly supervise facilities department project managers, ensuring clear expectations, appropriate resource allocation, and effective project execution. Responsible for assignment of projects and supporting the planning, management, and oversight of construction, renovation, and maintenance projects for the College's physical campus.
  • Provide project team leadership, technical expertise and customer service, coordination of effort of other Facilities department personnel and Purchasing Department throughout various phases of assigned projects. Assist Project Managers in resolving project challenges and escalating issues as needed.
  • Review and approve project plans, budgets, and timelines developed by Project Managers, ensuring they meet all policies, procedures, and strategic goals of the College. Monitor and ensure compliance with health, safety, environmental, building and regulatory codes, and state and federal laws for all construction and energy projects.
  • Ensure all project activities and work progress are properly documented, and confirm that project records are maintained per established departmental procedures. Responsible for Emissions compliance with Illinois Environmental Protection Agency.
  • Pursue an aggressive program to reduce College costs for energy, and ensure that energy management operations are supportive of the goals of the College.
  • Responsible for compiling, maintaining and filing all energy reports, billings and other documents required.
  • Compile utility budgets and energy conservation measure cost estimates based upon documented program needs. Review and negotiate energy purchase agreements and make recommendations regarding energy fuel selection. Apply grants and pursue outside funding sources for equipment retrofits.
  • Develop training options and/or improvement plans to ensure optimal operations in the area of HVAC and energy equipment maintenance. Review and recommend maintenance supply and equipment purchases to ensure energy efficient replacements are being specified.
  • Recommend sound policies directed toward energy conservation. Utilize consultants when necessary to identify energy conservation measures.
  • Provide regular reports regarding the overall effectiveness of the energy management program.
  • Develop and implement long-term strategies and plans for construction projects and energy systems that support organizational sustainability and operational efficiency goals. Work closely with the Executive Director of Facilities to set priorities, define key performance indicators (KPIs), and ensure alignment with College objectives.
  • Develop and manage departmental budgets.
  • Act on behalf of the Executive Director, Facilities during absences and as directed.
  • Other duties as assigned.


  • Qualifications:

    • Education
      • Bachelor's degree in engineering, engineering management from an accredited college or university or equivalent related experience required.
      • Possession of a Professional Energy Manager Certification (CEM) preferred.
    • Experience
      • Four to five (4-5) years experience in energy management, mechanical systems design, construction and/or maintenance required.
      • Minimum 5 years of progressively responsible experience in managing design and construction projects required.
      • Extensive knowledge of general construction (new construction and renovation projects), knowledge of construction law, building codes and life safety codes, accessibility codes, and other related legal and safety requirements required.
      • Knowledge of energy management program development required. Requires an understanding of the electrical utility rate structure and how it is applied to calculate utility bills required.
      • Ability to manage a budget and personnel required.
      • Strong communication and organizational skills required.
      • Proficiency in written and spoken English required.
      • More than five (5) years of above experience preferred.


    Working Conditions:

  • Personal computer including knowledge of Microsoft Office software, printers, calculators and energy management software.
  • Knowledge of HVAC equipment and lighting control systems.
  • Regularly required to stand and walk.
  • Occasionally required to climb and stoop.
  • Frequently required to lift and/or move up to 25 pounds.
  • Ability to drive to off-campus locations.
  • Periodic exposure to conditions in mechanical/boiler rooms, ceilings, roofs and under floor areas.
  • Occasional irregular hours.
  • This position requires a background check and drug screen.


  • Hiring Range:
    14 Salary/Starting salary beginning at $97,373, based on experience and education.

    Competitive starting pay is dependent on education and experience.
